Flagler County Study


The 2002 Environmental Design Practicum tasked Graduate Students to create a Future Land Use Plan for Flagler County Florida, a Coastal Development Scenario Plan, and a Redevelopment Plan for Downtown Flagler Beach.

What is the Environmental Design Practicum?

Environmental Design Practicum is a collaborative research studio offered annually in the spring semester to graduate students from the Urban and Regional Planning and Landscape Architecture Departments in the University of Florida's College of Design Construction and Planning. Professors are Tina Gurucharri of Landscape Architecture and Paul Zwick of Urban and Regional Planning. For this year's design practicum the Flagler County Study was conducted as an applied Geographic Information System (GIS) planning and design graduate studio integrating Urban and Regional Planning and Landscape Architecture.

Objectives of the Environmental Design Practicum
 

    To expose students to real-life environmental planning problems, placing emphasis on research, problem solving approaches, and processes.
    To employ Geographic Information Systems (GIS) in problem solving to expose students to its use within the design process.

2002 Environmental Design Practicum / Flagler County Study

This year's project challenged the class to create a Coastal Development Scenario, a Flagler Beach Downtown Redevelopment plan and a Future Land Use Plan for Flagler County Florida. The project began with a target date for the future land use plan of 2050. However, during the course of the work it became evident that the resulting plan had the potential to serve as a destination plan for Flagler. This was due to the following: the resulting plan's capacity to accommodate population growth well in excess of that projected for 2050, and the discovered need to protect existing agricultural and conservation lands as non-renewable resources.

Our intent was to create a future land use plan that would accommodate 230,000 people by the year 2050, for a projected growth of 180,000 new residents.

Considerations for the Flagler County Future Land Use Plan

The Goals of the Future Land Use Plan are:

Goal 1: Protect the flora and fauna biodiversity
Goal 2: Protect water quality and quantity
Goal 3: Provide for protection and creation of agricultural lands
Goal 4: Make recommendations for future urban growth and development
Goal 5: Enhance the transportation network
Goal 6: Locate land suitable for the development of recreational opportunities

In addition to the development of a Flagler County future land use plan, individual student projects were also created to demonstrate ways to enhance the transportation network, and to provide a conceptual model that could identify possible growth scenarios within the county.

Our intent was to evaluate and test the Corridor Management Plans (CMP) for Flagler County to determine potential enhancements, incorporating the projected growth for the year 2050.

The Goals of the Coastal Development Scenarios are:

Goal 1. Natural resources protection for the year 2050
Goal 2. Maintenance of ecological connectivity along the coast for the year 2050
Goal 3. Promotion of economic activity that preserves the corridor ambiance
Goal 4. Historical/Cultural resource protection/preservation for the year 2050
Goal 5. Recreational enhancements to the CMP for the year 2050
Goal 6. Beach and sand dune restoration for the year 2050

Our intent was to mitigate stormwater problems in Flagler Beach while maintaining 'Old Florida' Character.

The Goals of the Flagler Beach Downtown Redevelopment Plan are:

Goal 1: Preserve 'Old Florida' character in Flagler Beach
Goal 2: Convert the roads into stormwater conduits

Opportunities Available from the Proposal to Mitigate Stormwater Problems in Flagler Beach
    Opportunity 1: Temporarily reroute traffic from A1A to one-way pairs for special occasions.
    Opportunity 2: Beach front green space running entire length of Flagler Beach
    Opportunity 3: Utilize the potential of the SR100 gateway into Flagler Beach.
