Lake Harris Basin Protection Plan

Goals:

The Goal for this project is to propose an adequate land use plan for the Lake Harrys Basin in order to protect the region from uncontrolled urban developments that could have harmful effects on remaining natural areas and water quality of the basin.

Objectives:

1.2.1 - Evaluate and revise the Existing Land Use for the Basin taking in account the development potential and existing environmental conditions.

1.2.2 - Propose any necessary changes on the existing land use pattern in order to protect the remaining natural coverage of the basin and its hydric resources.

1.2.3 - Identify areas in conflict with the primary goals of the project and alternatives to solve or minimize their impact on the success of the plan.

1.2.4 - Identify areas with redevelopment potential that might improve the overall quality or vitality of the existing urban structure.

Establishing the Study Area Limits:

The boundaries were established following the changes in the landscape pattern following the actual physical boundaries of the basin.

The study area was restricted to the north section of the US-90 due to drastic changes in existing land use.

Obtaining the General Zoning:

Analysis of infrared digital orthoquads from Florida Department of Transportation, for a first separation of existing vegetated areas.

The use of digital elevation models and threedimentional visualization to have a better understanding of the different topographic regions and their relation to the existing land coverage.

Acetate sheets over a printed copy of the orthoquads, scale of approximately 1/12000.

Proposed Land Use Map:

Using acetate overlays on the infrared image, a future land use map was assembled.

The existing land use map from the Suwannee River Water Management District was used as a reference to plot permanent features and identify known vegetation changes.

The classification method already incorporated proposed changes, such as the conservation lands, urban expansion areas and landuse changes.

Areas of Land Use Conflict

The following are the areas where the existing land use pattern poses a threat to the objectives of the project, therefore demanding changes or specific policies:

Areas of Land Use Conflict

(Area 1) The proposed changes on the railroad path
(Area 2) The section of Interstate 250 surrounded by the conservation area
(Area 3) The section of the railroad with proposed deactivation
(Area 4) The Specific Land Use Plan and Policies for Lake Harrys area
(Area 5) The section of the railroad surrounded by conservation lands
(Area 6) The restoration plan for the pasture areas located on conservation lands
(Area 8) Urban Expansion Plans A
(Area 9) Urban Expansion Plans B
(Area 11) The Restoration of the glen connecting Gwen lake and Harper Lake

4.3 - Areas with Potential for Redevelopment or Improvement

Areas of Land Use Conflict

(Area 7) The connection between area 8 and 13
(Area 10) The Specific Land Use Plan and Policies for Gwen Lake area
(Area 13) The Specific Plan to minimize impacts between Industrial and residential areas along US441
(Area 14) Plan for a proposed Community Recreational Complex
(Area 15) The Specific Land Use Plan and Policies for Lake Hamburg area
