GENERAL DESCRIPTION:
This dataset is one component of a digital orthophoto coverage (DOI) over the Southwest Florida Water Management District (SWFWMD contract B089 Winterhaven, Fl) area. This dataset is comprised of 4-band stack 32bit (red, green, blue and infrared bands) DOI cells in a Geotiff format, at a 1-foot pixel resolution, based on the District's 5,000' x 5,000' tile system. This dataset was created from source imagery acquired through the Leica ADS40 multispectral scanner from 01/09/2011 through 01/28/2011. The companion dataset to this coverage includes a dataset comprised of the original imagery mosaic lines with dates of imagery acquisition in the ESRI file geodatabase feature class.

Southwest Florida Water Management District QC Process:
The imagery data layer stored in the District's enterprise database is opened in ArcMap.  The District's project grid is also added.  The imagery is scanned at 1:6,000 looking at each grid cell individually.  If a problem is found, then a point shapefile is created and a point in the location of the problem is added.  Comments are added to the shapefile in an attribute field about the problem and a bitmap is created displaying the area with the problem.  Each bitmap includes: comments added to the shapefile, grid cell number, date, initials of the QC staff, and whether the image is natural color or color infrared.  After all the grids have been scanned, the imagery is drawn to the full extent.  The overall color balance and offset is checked.  Possible problems that are reviewed include: color balance between cutlines over land, offsets over 8 feet, missing data, anomalies, and overall color balance.
Orthophotos are visually inspected for completeness to ensure that no gaps or image misplacements exist within and between adjacent images.  These images are derived by mosaicking multiple images to ensure complete coverage of the project area.

The District regularly uses digital orthophotos to support regulatory, land management and acquisition, planning, engineering and habitat restoration projects.

Orthophotogrammetric Mapping met or exceeded a verified horizontal accuracy of 5.2 feet at the 95% confidence interval (3.0 feet RMSE) as specified in the FGDC Geospatial Positioning Accuracy Standards, Part 3: National Standard for Spatial Data Accuracy (NSSDA). A minimum of thirty (30) independent image checkpoints within the project area were used for verification.  Check points were distributed so that points are spaced at intervals of at least ten (10) percent of the diagonal distance across the dataset and at least twenty (20) percent of the points are located in each quadrant of the dataset. The Consultant did not correct for "building lean" in urban areas.  For more information please see project related minimum technical standards report.

No vertical accuracy analysis required for the orthophotos.

The orthophotos were collected under the supervision of a licensed Florida Professional Surveyor and Mapper.  Use of these data requires a general understanding of GIS and spatial data.
