EMA_TEXT      EMA_TEXT is a text string corresponding to the EMA name as
              reported in the EMIS report.

SECTION       Refers to the name of the South Florida EMA section.
              Only the South Florida EMA has sections.  These sections
              are the only polygons with names entered into the SECTION
              field.

DISTRICT1     A field corresponding to the primary DEP District
              responsible for the EMA.

DISTRICT2     A field for the EMA's which are divided by DEP District
              boundaries and therefore have a secondary District which
              is responsible for the EMA.
