GENERAL DESCRIPTION:
INSTITUTIONAL CONTROL REGISTRY (ICR) An institutional control site is a site that has certain restrictions on the property. For example, a site may be cleaned up to satisfy commercial contamination target levels. An institutional control may be placed on that property indicating that it may only be used for commercial levels. If the owner of the property ever wants to use that property for residential purposes, the owner will have to ensure that the contamination meets residential target levels. This is an update to the icr_sites_aug17 layer.

BOTTOM BARRIERS = This is a recent development in which an impervious horizontal stratum is created below an existing contaminated site (i.e., landfill), when no aquitard exists, by grouting or other techniques

IMMOBILIZATION = These processes involve the binding of contaminants into a solid that is resistant to leaching. The following three processes are examples used for immobilizing contaminants in soil: In-situ solidification, In-situ stabilization and Encapsulation.

Sections 376.301 and 376.79, Florida Statutes (F.S.), similarly define ICs as "the
restriction on use of, or access to a site to eliminate or minimize exposure to
petroleum products' chemicals of concern, drycleaning solvents, or other
contaminants.  Such restrictions may include, but are not limited to, deed
restrictions, restrictive covenants (RC) or conservation easements"  Other forms of
ICs that may be acceptable to FDEP include government controls such as local
ordinances, permits, agency rules, delineated areas (under Chapter 62-524, F.A.C.),
comprehensive land use planning and management, and FDEP consent orders.

ICs are non-engineering legal and legislative controls intended to affect human
activities by preventing or reducing exposure to contamination.  The IC contains
restrictions or prohibitions such as land and resource use restrictions.  Restrictive
Covenants are the most common form of ICs used by DWM to close contaminated
sites.  This type of IC is created by the execution of documents that should then be 
properly recorded in the public records of the county in which the property is located
to ensure proper notice and continued effectiveness of the control.  This guidance
document focuses mainly on Restrictive Covenants (RC), since those are the most
common form of ICs.

1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data

--------------------------------------------------------------------------------------- The GeoPlan Center took the following steps during the QA/QC process: - Downloaded the dataset from FDEP on 8/7/2018 using this link: http://publicfiles.dep.state.fl.us/otis/gis/data/ - Dataset from the FDEP website was originally downloaded in a file geodatabase and in NAD_1983_HARN_Florida_GDL_Albers. - Define Projection tool was used to alter the projection information to conform with FGDL's standardized projection - DESCRIPT field added based on the SITE_NAME field. Any records with no data in the SITE_NAME field had their DESCRIPT field calculated as 'NO DESCRIPT AVAILABLE' - FGDLAQDATE field added based on the date the dataset was downloaded from the source. - The longest record for each field was calculated and field character lengths were shortened to the appropriate shortest length possible. - Uppercased fields and records in the dataset. - Layer name changed from ICR_SITES to icr_sites_aug18.shp Note: After define projection was done, the layer was compared to the prior layer to see if the placement of points was close to the prior locations. However, location shifts were noted in at least a few seemingly isolated cases, for example: SITE_ID = '8624882' shifted ~100 km SITE_ID = 'COM_270619' shifted ~300 m SITE_ID = 'COM_297930' shifted ~180 m GeoPlan used standard methods for processing this layer, so any changes in point source locations may be attributed to data provided by the source. Note: because the dataset was downloaded in a file geodatabase format, and datasets are updated as shapefiles, field names were truncated or changed.
