GENERAL DESCRIPTION:
This data set contains off-site contamination noticing locations. These notices are generated weekly by the Florida Department of Environmental Protection (FDEP) for the Florida Department of Transportation (FDOT). This layer contains all sites for the week 8/12/05 through the current week. Updated shapefile versions can be found here: ftp://ftp.geoplan.ufl.edu/pub/fdot/FDEP_NOTIFICATION.

LETTER_SEN Letter Sent - Date that notification letter was sent to Recipient.

LETTER_TYP Letter Type - This denotes the specific type of letter sent to the property owner. Specifically, the first number denotes the total number of specific contaminants of concern. The following abbreviations are GWC = Groundwater contamination confirmed, GWS = Groundwater contamination suspected, SC = soil contamination confirmed, SS = soil contamination suspected.

RE_PROG_ID Related Program ID/Property Site ID-Site Map ID - DEP's internal site ID number

OFFICE_D Office District - This is the code for the Petroleum Cleanup office that is managing the site (either a DEP district or a county health department). See Overview description for details.

PROG_TYPE Program Type

REC_CONTAC Recipient Contact - The contact person who receives notification letter. Typically the property owner or, in the case of DOT, the Environmental Manager (District Contamination Impact Coordinator)

REC_NAME Recipient Name - The property owner of the affected or potentially affected property.

REC_ADD1 Recipient Address1 - The contact person's (recipient of letter) address

REC_ADD2 Recipient Address2 - The contact person's (recipient of letter) address

REC_CITY Recipient City - The contact person's (recipient of letter) city

REC_STATE Recipient State - The contact person's (recipient of letter) state

REC_ZIP5 Recipient Zip5 - The contact person's (recipient of letter) 5 digit zip code

REC_ZIP4 Recipient Zip4 - The contact person's (recipient of letter) 4 digit street code

PROP_TYPE PropertyType - Type of property (either government of non-government)

REL_S_NAME Related Site Name - The related site is adjacent to a program site with known contamination and is owned by the "recipient". The related site has confirmed or suspected contamination from the adjacent program site.

REL_S_ADD1 Related Site Address1 - Related Site Address1

REL_S_ADD2 Related Site Address2 - The related site's address

REL_S_CITY Related Site City - The related site's city

REL_S_STAT Related Site State - The related site's state

REL_S_ZIP5 Related Site Zip5 - The related site's 5 digit zip code

REL_S_ZIP4 Related Site Zip4 - The related site's 4 digit zip code

REL_S_GROU Related Site Groundwater - This field denotes whether groundwater contamination is suspected, confirmed, or not available.

REL_S_SOIL Related Site Soil - This field denotes whether soil contamination is suspected, confirmed, or not available.

PRG_S_CNTY Program Site County - The county in which the program site is located.

PRG_AREA Program Area - The cleanup program in which the Program site is enrolled.
PETROLUEM = one of the state-funded petroleum cleanup programs

STATE FUNDED HW = state funded hazardous waste program

RESPONSIBLE PARTY = the person or entity deemed to be responsible for the contamination is responsible for funding the cleanup


PRG_SITEID Program Site ID - This is the unique facility identification number used by the FDEP to identify the site. The first two numbers are a county code (http://www.dep.state.fl.us/waste/quick_topics/database_reports/documents/countycodes.pdf)

PRG_S_NAME Program Site Name - The Program site is the adjacent site with confirmed contamination that is believed to be affecting the Recipient's property.

PRG_S_ADD1 Program Site Address1 - The program site's address.

PRG_S_ADD2 Program Site Address2 - The program site's address.

PRG_S_CITY Program Site City - The program site's city.

PRG_S_STAT Program Site State - The program site's state.

PRG_S_ZIP5 Program Site Zip5 - The program site's 5 digit zip code.

PRG_S_ZIP4 Program Site Zip4 - The program site's 4 digit zip code.

FACID Facility ID. Partially intelligent sequence. Until recently, the first two digits of the sequence indicated the year the facility record was added (practice discontinued due to Y2K inconsistency).

X_COORD X coordinate of point

Y_COORD Y coordinate of point.

STATUS The status of the geocoded address (whether it was matched or not).

SCORE The score with which the address was matched to a feature in the reference data.

USER NOTES:
GeoPlan relied on the integrity of the attribute information within the original data.
User should be aware that many sites have multiple records directly ontop of each other. Points will 
appear directly over one another.
There are problems with some of the addresses that come in the source data. In some cases the 
address can't be matched using standard geocoding techniques so there is no spatial location for 
the site. In this case the site information is logged in a spreadsheet which can be found along with 
the data on the ftp site.

A note concerning data scale:

Scale is an important factor in data usage. Certain scale 
datasetsare not suitable for some project, analysis, or
modeling purposes. Please be sure you are using the best
available data.

1:24000 scale datasets are recommended for projects that 
are at the county level.

1:24000 data should NOT be used for high accuracy base 
mapping such as property parcel boundaries.

1:100000 scale datasets are recommended for projects that 
are at the multi-county or regional level.

1:250000 scale datasets are recommended for projects that 
are at the regional or state level or larger.

Vector datasets with no defined scale or accuracy should 
be considered suspect. Make sure you are familiar with 
your data before using it for projects or analyses. Every 
effort has been made to supply the user with data

DATA LINEAGE SUMMARY:
Dataset was received as an excel spreadsheet via email from FDEP. The field
names within the spreadsheet were changed to meet dbf specifications. The
spreadsheet was converted to a dbf file. The dbf was then split into two parts
according to Program Area: 1) The "Petroleum" sites dbf file then had X and Y
values joined from the Petroluem Contamination Tracking (PCT) shapefile. The X
and Y values were then used to create a shapefile. 2) All other non-petrluem sites
were geocoded based on "Program Address1". If a site could not be geocoded
then the address was checked using maps.google.com. The result of the 
geocoding is another shapefile. The resulting two shapefiles were then appended
to an SDE layer and then exported to one single shapefile.
