GENERAL DESCRIPTION:
Water Use Permit Irrigated Areas History. Irrigated Areas define the areas that will potentially be irrigated during the lifetime of a particular permit revision. They are defined from the most current orthophotos available at the time a permit is issued, modified or renewed. Irrigated Areas are only defined for WUPs that have a predominant use of agriculture, and a specific use of agriculture that is a crop. Maintained by REG GIS staff.

Inactive = This was a permit at one time, but is no longer an active permit (i.e., previous revision or expired permit).

Withdrawn = This was an application that was submitted, but it was withdrawn by the applicant.

New (Expired) = This is an application for a previously active Water Use Permit that expired before it could be renewed.

Letter modification = This is an application to modify an existing permit provided the modifications do not violate a predefined set of rules.

Transfers = This is an application for the transfer of an active permit from one owner to another.

SWUCA automated update = Modifications required per SWUCA implementation.

SWUCA permit modifications = Modifications required per SWUCA implementation.

SWUCA manual update = Modifications required per SWUCA implementation.

New = This is an application for a new Water Use Permit.

Renewal = This is an application for the renewal of an active Water Use Permit.

Modification = This is an application that proposes change in the terms or conditions of a permit.

Ownership transfer = This is an application for the transfer of an active permit from one owner to another.

Small General = A Water Use Permit with Total Annual Average Demand Quantities less than 100,000 gallons per day.

Individual = A Water Use Permit with Total Annual Average Demand Quantities greater than 500,000 gallons per day. A Water Use Permit with Total Annual Average Demand Quantities greater than 500,000 gallons per day.

General = A Water Use Permit with Total Annual Average Demand Quantities that exceed 100,000 gallons per day, but are less than 500,000 gallons per day.


SITE_PROJE Name of the project site.

AMMENDMENT Application/Permit amended date.

DELETE_DT The date the permit was deleted.

OWNED_PROP The acreage of the land owned by the permittee.

TOTAL_PROP The total acreage for the permit boundary.

PERMIT_DEP The service office responsible for the permit.

PERMIT_ISS The date the permit was issued.

PERMIT_EXP The date the permit expired.

PERMITTED_ Total permitted daily average in gallons per day.

PERMITTE_1 The 24-hour capacity of the withdraw point in gallons. Water used for crop protection may be limited by this amount.

PERMITTE_2 The gallons per day needed for the expected highest water-use month.

GIS_UPDATE The date a GIS analyst updated the geometry or attributes.

OWNER_NAME Name of the owner of the land.

PERMITTEE_ Name of the permittee.

PERMIT_D_1 The name of the service office responsible for the permit.

LAST_UPDAT The last date that the WMIS tabular data was edited.

WUP_WMIS_U The URL to the WMIS web application for the particular permit.

USER NOTES:
The final product was checked against the source material. Monthly topology 
checks are performed to correct any accidental overlaps. The Mapping and 
GIS section of the Southwest Florida Water Management District corrected 
any errors found.
This layer contains the best known mapped irrigated area for each permit revision.
GeoPlan relied on the integrity of the attribute information within
the original data.
1. Most Irrigated Areas fall completely within their corresponding control areas.
2. An Irrigated Area can extend beyond its corresponding control area 
if a service agreement is in place between the applicant and the owner 
of the land the irrigated area extends into.
3. Irrigated Areas are defined as the extent irrigation may occur under 
the permit.  Irrigated Areas are only defined for WUPs that have a 
predominant use of agriculture, and a specific use of agriculture that 
is a crop. Irrigation areas are not intended to map the exact extent of 
crops (particularly rotating row crops) at a point in time, but to instead 
define where they might be grown during the life of the permit.
4. Irrigated Areas should not overlap each other.
5. For newer permits/revisions/modifications processed through the 
Water Management Information System (WMIS) Irrigated Areas are 
initially defined by permittees using the most recent orthophotos. These 
may be subsequently modified by REG-GIS staff or permit evaluators. 
For pre-WMIS permits Irrigated Areas were typically copies of the Control 
Area polygon, though through time these will be cleaned up as time permits.

This layer is a historical accounting of the most accurate and recently 
defined irrigated area for each permit revision that has been mapped. 
The Basis of Review states an applicant for a Water Use Permit "must 
demonstrate that the quantities applied for relate to reasonable irrigation, 
livestock, aquaculture, and other agricultural water needs."  The Irrigated 
Areas provide reviewers and compliance staff with the locations where 
crops may be grown during a particular permit revision. During the permit 
review cycle this information, coupled with orthophotos, provides evaluators 
with information to determine if the requested quantities are reasonable. 
After issuance Irrigated Areas can be used in conjunction with land use 
and orthophoto data to determine if permittees are in compliance with 
permit conditions. For example, if a permit is issued for 100 acres of citrus 
and 120 acres of citrus exists within the Irrigated Area the permittee may 
be out of compliance. The Irrigated Areas also assist in monitoring land 
use trends and their impacts on water use. If the land use within an 
Irrigated Area has changed from row crops to residential this most likely 
indicates that the current permit is no longer applicable and possibly there 
are opportunities to reduce permitted quantities.

Visual inspection of the linework over the digital orthophotos, at a scale of 
1:8,000 is used to verify the positional placement of the linework. The orthophotos 
meet or exceed a verified horizontal accuracy of 5.2 feet at the 95% confidence level.

This data is provided 'as is' and its vertical positional accuracy
has not been verified by GeoPlan

These data were not collected under the supervision of a licensed Professional 
Surveyor and Mapper. Use of these data requires a general understanding of GIS.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

DATA LINEAGE SUMMARY:
Using FME from Safe Software, Inc, the existing feature class is truncated 
and then reloaded with data from the feature class IRRIGATION_AREA_AUDIT, 
and Oracle WMIS tables. Only those features in IRRIGATION_AREA_AUDIT 
with a BEST_GEO_FLAG of 1, which designates the best known geometry for 
that particular permit number and revision combination, are used to update the 
existing feature class.

This is done on a daily basis.

This dataset was received by the GeoPlan Center via ftp on 10/14/2011. The data was originally in shapefile format. When received the data set was in the following projection: NAD_1983_HARN_StatePlane_Florida_West_FIPS_0902_Feet. The data was projected to Albers NAD 83 HARN. - Added the field DESCRIPT based on SITE_PROJE. - Added the field FGDLAQDATE based on date downloaded from source. - Upcased all text in the attribute table. - Data set was renamed sw_wup_irrhist_oct11 from WUP_IRRIGATION_AREA_HISTORY - Deleted OBJECTID field Process Date: 20111014
