USER NOTES:

The goal of this dataset was to rectify and update existing 1990 Land Use data using 1994-1995 DOQQ's at National Map Accuracy Standards of 1:12000. Land Use boundaries are not always well defined, however, given the use of ancillary data sources to determine feature boundaries, it is expected that data acreage should be accurate.

Scale is an important factor in data usage. Certain scale datasets are not suitable for some project, analysis, or modeling purposes. Please be sure you are using the best available data.

1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries.

1:100000 scale datasets are recommended for projects that are at the multi-county or regional level.

1:250000 scale datasets are recommended for projects that are at the regional or state level or larger.

Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analyses. DATA LINEAGE SUMMARY:

The statewide landuse/landcover data set was created by merging together 5 separate datasets covering the geographic extent of the Florida Water Management Districts.  The original coverages were merged using the update command in Arc/Info.  For overlapping areas, precedence was given in the following order: SWFWMD, NWFWMD, SJRWMD, SRWMD, SFWMD.
The wetland spatial view was created in SDE.

The following describes the data lineage of the original datasets:

EXTENT: All or portions of: Escambia, Santarosa, Okaloosa, Walton, Holmes,
Washington, Bay, Jackson, Calhoun, Gulf, Liberty, Franklin, Gadsden, Leon, Taylor counties.

The preparation of the 1994/1995 land use/cover maps was accomplished by the

FDEP implementing the following seven major tasks.

1. The interpretation of 1994 and 1995 National Aerial Photography Program
(NAPP) color-infrared (CIR) aerial photography.
2. Quality assurance/quality control of the photointerpreted data.
3. Field checking and accuracy assessments of selected data points.
4. Cartographic quality control of the compilation onto stable-base USGS
7.5 minute quadrangles.
5. ARC/INFO database creation and polygon attribution.
6. Quality assurance/quality control of the digital files.
7. Delivery to DEP of the digital geographic database.

    AERIAL PHOTOGRAPHY DATES:
        The USGS NAPP aerial photography was taken over a three year
        period during the following months.
             1994: Jan, Mar, Apr, Dec
             1995: Jan, Feb, Apr
             1996: Jan, Feb, Mar
        This was necessary to cover the entire 16 county region due
        to cloud cover, burning sugar cane fields, and variable
        sidelap/overlap on flight lines.

Landuse and Land Cover were photointerpreted on-screen from USGS Digital Orthophoto Quarter Quads (DOQQ) by EartData staff as part of a contract with the SWFWMD. The FDOT FLUCCS was used for all land use coding. Uplands were mapped with a 5 acre minimum mapping unit and using FLUCCS Level 2 categories. In some areas there are uplands mapped to Level 3. Wetlands were mapped using a .5 acre minimum mapping unit and using FLUCCS Level 3 categories. Some open water wetlands were mapped to Level 2. District and EarthData staff made pre and post-interpretation helicoptor flights of selected areas.

The DOQQ's were converted from USGS BIP format to a RGB format for use in Microstation Base Imager. The images were used as a backdrop for on-screen interpretation and the linework generated directly over the images. Adjacent quarter quads were edgematched during the interpretation stage.

This dataset was developed using an on-screen digitizing approach to capture land use/cover information. Orthorectified images (DOQ) converted from 1:40,000 scale color-infrared photography were displayed on a computer screen at a scale of approximately 1:12,000. This on-screen digitizing approach also utilized stereoplotters together with ancillary information including soils, FEMA floodplains, land parcels, etc. to assist the photointerpretation efforts. The photography was flown by the National Aerial Photography Program (NAPP) from late 1993 through early 1995 with the bulk of photos taken in 1994.
