Heads up digitized vector edits were made by the photointerpretation of landuse change between 2011 and 2017 orthoimagery. Changes were delineated and updated to the most relevant level 2 (LEV2) when a clear change greater than 1/2 to 2 acres (depending on landuse class rule) was present between 2011 and 2017. Errors of omission and commission present in the 2011 data were not addressed explicitly. This service is for the Open Data Download application for the Southwest Florida Water Management District. This is an update to the FGDL Layer LU_SWFWMD_2011.</abstract>

      <attraccr>Landuse change between 2011 to 2017 for the Southwest Florida Water Management District, according to the Florida Landuse Change Classification System</attraccr>
    </attracc>
    <logic>The data was validated by 3 editors through heads up digitizing, with a final QC pass by advanced technicians. In order to assure the accuracy specifications for the project are met, a stratified random sampling method was used to determine estimated error rates. The stratification is designed to evaluate the accuracy of change detection as well as the accuracy of the classification when change is identified. The stratification is outlined as follows: 1) 500 points within change, 50% of sample, 2) 300 points in areas near change (235 foot buffer outside change), 30% of sample, and 3) 200 points in areas without change, 20% of sample. If the accuracy assessment was within 85% of the derived change dataset it passed the defined quality standards.</logic>
    <complete>There are no significant omissions. Errors within the original 2011 FLUCCS classification were assumed the responsibility of SWFWMD.</complete>

        <horizpar>Visual inspection of the 2011 linework over the 6-inch digital aerial photographs, at a scale of 1:7,000, was used to verify the positional placement of the linework. Photo interpretation, editing and QC (quality control) were performed directly on screen. Data is estimated to be compliant with the National Map Accuracy Standards for 1:12,000, estimated +/- 33.3 feet. The goal of this project was to update the existing 2011 land use and land cover data layer using 2017 6-inch digital aerial photographs that meet or exceed National Map Accuracy Standards for 1:12,000.</horizpar>

During the QA/QC process the following tasks were undertaken:

- Appended to LU_SWFWMD_2011 Template because strange geometry and table functionality was still noted.
- Next did the following to check for large polygons.
   Add field VERTCNT as Long Integer
   Field Calculator, Python Parser
   VERTCNT = !Shape!.pointCount

   Top three polygons contained the following vertices count:
   212746
   173132
   79407
   These number seem well within the range for proper function.

- Next ran Feature to Point tool to look for oddities, checked inside box.
   Tool failed to run: 000117 : Warning empty output generated.

- Next it was determined that the records with a record count less than the 212746 vertices count feature would run in the Feature to Point tool. 
- Next the 212746 vertices feature was run through the Dice Tool with a vertices limit of 50,000. 
- Next the resulting 8 features were run through the repair geometry tool 3x.
- Next the repaired 8 features were appended back into the district-wide dataset.
- Next district-wide dataset was re-run through Repair Geometry tool.
   13 Tool Warnings were detected, so tool was re-run two more times.
     * 1 - Non-Simple Features List
     * 12 - Self Intersections
- Next district-wide dataset was run through Feature to Point tool and no errors occurred.
- Next exported to SHP and ran repair geometry tool.
- Uppercased all records in the table except any URL fields.
