      <abstract>The Florida TIITF Land Records Spatial Index is a document based GIS layer to be displayed as a map comprised of polygons and attributes representing parcels described in deeds, leases, easements and other instruments archived in the Title Archives of the Division of State Lands, Department of Environmental Protection for the Florida Board of Trustees of the Internal Improvement Trust Fund (TIITF). The polygons represent parcels described in the archived TIITF land record documents; this is not a tax map or a representation of current ownership. The data includes acquisitions, dispositions and encumbrances. Selecting a parcel on the map may return information about several different documents associated with that parcel through out the history of State land transactions involving that parcel. Please Note: This dataset is a snapshot of a dynamic database and the information was downloaded on 20210613. This dataset is an update to the FGDL layer DSL_PARCEL_COMPOSITE_JUN20.  This layer is the parent for FDEP Submerged State Land Records (TIITF), which uses the following selection: DSL_PARCEL_COMPOSITE.SUBMERGED_LAND_IND_TEXT = 'Y'.  This layer is the parent for Submerged State Land Records, which uses the following selection: DSL_PARCEL_COMPOSITE.SUBMERGED_LAND_IND_TEXT = 'Y'.</abstract>
      <purpose>The Florida TIITF Land Records Spatial Index is one element of a four-component Land Records modernization project within the Division of State Lands. Chapter 253.0325 Florida Statutes establishes the duties and functions of the project including a document management component to automate the storage and retrieval of information contained in state lands records (document imaging), a land records management component to organize the key elements present in the data ( Board of Trustees Land Data System (BTLDS) database), an evaluation component that includes a collection of resource and environmental data and a mapping component ( Florida TIITF Land Records Spatial Index) to generate and store maps of parcels using data from the land records management and evaluation components. The Florida TIITF Land Records Spatial Index is designed to work in conjunction with the other components of the system enabling users to point and click or develop SQL or spatial queries anywhere on a map of the State of Florida, determine if the TIITF has or had an interest in any land in the area of interest and if so, be able to view images of the deeds or other instruments associated with the transaction. The information collected and stored as a result of the department's modernization of state land records shall not be considered a final or complete accounting of lands which the state owns or to which the state may claim ownership.</purpose>

    <complete>The FL DEP Division of State Lands is responsible for archiving the original land record instruments to which the Florida Board of Trustees of the Internal Improvement Trust Fund has been a party. The original paper documents have been scanned and certain elements from the instruments have been entered into the BTLDS database. To date the BTLDS database contains 322,607 documents. Of these scanned documents, 71,012 instruments containing land descriptions were selected to be plotted and included in the Florida TIITF Land Records Spatial Index GIS data. Many instruments refer to other recorded or unrecorded instruments or maps which are not immediately available. If additional research data is required, the instrument is not plotted until required data is available. Some legal descriptions rely on calls to adjoinders or other bounding features that are not identifiable on the base map DLGs or other base maps, these parcels are not plotted until additional information can be obtained to properly locate the parcel. Instrument parcels are not plotted if the legal description creates unreasonable doubt as to the intended geometry or position of the described parcel. Likewise, legal descriptions with gross errors are not plotted. Documents that are being held for further action are "Marked for Additional Attention" (MAA). New documents are constantly being added to the system and are queued for mapping.</complete>

        <horizpar>Base Maps: Horizontal accuracy of the Florida TIITF Land Records Spatial Index is dependent upon the accuracy of the horizontal base map to which the parcels are referenced. The base map is the USGS 1:24000 scale Digital Line Graph (DLG). The DLG horizontal positional accuracy is based upon the use of USGS source quadrangles that are compiled to meet National Map Accuracy Standards (NMAS) of 0.02 inches of true position for at least 90% of the points on the map. In the DLG metadata, USGS states that the DLG data are estimated to contain a horizontal position error of less than or equal to 0.003 inches standard error in the two component directions relative to the source quadrangle. The original DLGs were processed and converted to an Arc\Info coverages, projected to state plane coordinates, converted to DXF files, converted to AutoCad drawing files, converted to Shape files and finally converted to SDE feature datasets for the base maps. Each of these processes introduced a certain amount of data shift due to the tolerance settings selected for each process. The tolerance settings and data shift introduced by these processes has not been documented. A comparison between the coordinates of randomly selected PLSS line intersections and Certified Corner Record State Plane Coordinate data for a selected Quad in Palm Beach County indicated a 95% probability of the base map PLSS corners lying within 48 feet of the positions reported in the Certified Corner Records for that particular Township. A similar test has not been made for random quads through out the state. However it is assumed that the horizontal accuracy of the base maps used for this project on average is approximately 50 feet. Florida TIITF Land Records Spatial Index: The parcel polygons and associated attribute data described herein IS NOT A SURVEY. The parcel polygons are referenced to 1:24000 scale USGS quad maps as base maps and are plotted by coordinate geometry using deed descriptions, maps and other information archived in the Division of State Lands Title and Land Records Section and captured in Department's BTLDS database. No attempt has been made to ground truth or survey the plotted data. These data are automated in the Division GIS. This automation requires closed polygons. Therefore, during plotting, all land descriptions are forced to close. Due to the nature of certain land descriptions, some of the geographic attributes of the parcel polygons including dimensions, location, orientation, acreage or other attributes may be subjectively derived. The goal is for random samples of the plotted data to have at least 95% of the parcels plotted correctly and or a standard error of no more 50 feet (15.2 meters) from the true location on the base map as determined by correct interpretation of the legal description. Due to production constraints, not all county data sets currently meet the spatial accuracy target.</horizpar>

        <procdesc>Mapping for the Florida TIITF Land Records Spatial Index began in 1996 utilizing AutoCAD to map and store parcel polygons. Data were stored as AutoCAD .dwg files in a file directory structured by county and quad. Periodically the individual .dwg files were manually combined and converted to ESRI .shp files then re-projected to the custom DEP-Albers projection and made available in the DEP GIS data directory. In Spring 2003 legacy parcel data were loaded into the DEP enterprise ArcSDE/Oracle geodatabase. All current native mapping data are now stored in one of three SDE feature data sets, one for each of the three Florida State Plane Coordinate zones (NAD 83). The Florida TIITF Land Records Spatial Index is document driven. As new land transaction documents are received to be archived from the various State Lands Management activities, they are scanned and data entered in the BTLDS Oracle database and imaging system. BTLDS tags each document with a mapping activity status flag that is updated each time the document is checked out for mapping, plotted, checked for spatial quality assurance and finally released for use. AutoCAD Map r5 is used to plot the parcel polygons. Custom tools within AutoCAD automatically list documents assigned to be mapped, update document mapping status flags, populate spatial attribute tables using spatial overlay queries, calculate acreage, calculate spatial overlay intersects and detect open or intersecting polygons. Strict attribute domains and drop down pick lists reduce attribute data entry errors to a minimum. A double blind Quality Assurance process provides QA statistics and relative spatial error information. ESRI CAD Client updates the SDE database with new parcels as they are mapped. A weekly process re-projects the 3 State Plane SDE feature datasets to the custom DEP-Albers projection, combines the 3 feature data sets into one and populates the attribute table with data from both BTLDS and SDE. The resulting SDE feature data set is then exported as a shape file and published on the FDEP GIS FTP server DEP GIS data. The combined SDE feature dataset is displayed in separate layers by document type and category in the Division of State Lands Web Mapping site DSL Web Map.</procdesc>
