      <abstract>INSTITUTIONAL CONTROL REGISTRY (ICR) An institutional control site is a site that has certain restrictions on the property. For example, a site may be cleaned up to satisfy commercial contamination target levels. An institutional control may be placed on that property indicating that it may only be used for commercial levels. If the owner of the property ever wants to use that property for residential purposes, the owner will have to ensure that the contamination meets residential target levels. ICR was previously published as a point layer by FDEP, and is now being published as a polygon layer. The name of this layer on FGDL was changed from ICR_SITES to ICR_SITESBND to reflect this feature type change.</abstract>
      <purpose>This layer is aimed to help preserve adequate protection of these contaminated soil regions and helps to minimize any chance of exposure.</purpose>

The GeoPlan Center took the following steps during the QA/QC process: 
- Downloaded the dataset from FDEP on 8/18/2020 using this link: https://publicfiles.dep.state.fl.us/otis/gis/data/ 
- Dataset from the FDEP website was originally downloaded in a file geodatabase and in NAD 1983 2011 Florida GDL Albers.
- Data was reprojected to NAD_1983_HARN_Florida_GDL_Albers. 
- DESCRIPT field added based on the PRIMARY_SITE_NAME field. Any records with no data in the SITE_NAME field had their DESCRIPT field calculated as 'NO DESCRIPT AVAILABLE' 
- FGDLAQDATE field added based on the date the dataset was downloaded from the source. 
- The longest record for each field was calculated and field character lengths were shortened to the appropriate shortest length possible. 
- Uppercased fields and records in the dataset. 
- Layer name changed from ICR_SITES_SP to icr_sitesbnd_aug20.</procdesc>
